Who doesn't love highly performant ads? But time to time you can face issues that you didn't expected: you publish your ads, you are eager to see the juicy ROAS but suddenly you encouter the problem of your Facebook Ads not delivering. And you are worried what to do next.
“Facebook ads are not delivering” means that your active ads are not shown to your target audience. Basically you are not delivering any impressions. It can happen to new but also to existing ads.
This can be acknowledged in your AdsManager by looking at your impressions. If that column is blank or with scary zero after some period it is time to see some remedies.
Below you can find the 10 usual reasons why is your Facebook ad not delivering - and how to fix it in 2025.
Maybe a trivial one but still a solid reason. As far as it is known, Facebook reviews each ad to ensure compliance with its ad policies and terms of service. There are two ways how this review process is done: either by automated system review with no human factor or a manual, human check by Facebook’s support team. Despite Facebook's Business Help Center says that "most ads are reviewed within 24 hours, although in some cases it may take longer" - you can sometimes get a little stuck far longer and apparently, the review not seems to move on. Yes, we can call it some kind of "glitch" with Facebook ad not delivering.
Actually, you can prevent this up front in 99% cases by scheduling ads in advance. It's fair simple: during ad creation process, at the adset level navigate to "Budget & schedule" section and pick start and end date. By this way you are getting some sort of "extra time window" for the case if your ad requires manual approval. By scheduling your ad like this, you will manage to always avoid this "review stuck".
Alternatively, you can force to restart the review process, what can you trigger by doing some certain changes like:
It is recommended, to hold on at least several hours after restarting the review process (ideally until the review verdict).
If your ad doesn’t comply with Facebook’s advertising policies, it won’t be approved or shown to your audience. Obviously, non-approval equals no-impressions.
This isn’t uncommon, and if your ad is rejected, Facebook will notify you via email with a reason for the disapproval. You can also check your ad’s status in Ads Manager for further details. It sounds like basic stuff, but some marketers sometimes literally overlook this reason when their Facebook ad is not delivering. Just to reminder, Facebook may reject your ad for a variety of reasons, including:
And if any of reasons listed appears in either in your creative or landing page - the ad disapproval is likely to be "born". Pay attention to the last mentioned reason, many times Facebook goes crazy about it.

You have three main options to resolve the issue when Facebook ad is not delivering due to rejection: edit the ad, submit an appeal or reconsider your current ad account:
Targeting a specific audience can improve ad performance (and is also a must-do in smaller niches), but narrowing it too much can prevent your ads from being delivered and result to that Facebook ad is not delivering.
Facebook requires a minimum audience size of 1,000 people for ads to run. If your selected audience is too small or your customer list doesn’t meet Facebook’s requirements, your ads may not reach anyone.
To ensure your ads get delivered, consider expanding your audience:
Expanding your audience strategically ensures your ads reach the right people without being too restrictive.
The learning phase is when Facebook’s ad delivery system fine-tunes your ad’s performance by analyzing its reach and audience interactions. During this period, the system is still optimizing for conversion goal (or campaign goal), which can lead to fluctuations in performance and impact your cost per action (CPA). CPA is for another topic, revelant here is that in most cases the learning phase lasts somewhere between 7 to 10 days (depening on number fo conversion are you acquiring). Sometimes, the problem arises - if you are not getting enough leads/conversions during the learning phase, then as you expect your Facebook ad stops delivering.

Maybe counterintuitive but working one: resetting the learning phase (on campaign/adset level depending where you are losing impressions). By reseting the learning phase, you are putting your ad to the beginning of the optimizing (as mentioned above). So as an result, the Facebook starts with new interactions, behaving sort of forgetting what it learned before this reset. In most cases, this works well and you can achieve this reset in two general ways:
No spending, no impressions. Simple as that. But can happen too and you are stuck with no impressions and wondering why.
It is almost always caused by two situations, depending how old and campaign-active your ad account is:

Your budget plays a crucial role in how Facebook delivers your ads. When you define your audience, you’re guiding Facebook’s algorithm on who should see your ads. However, if your budget is too limited, Facebook may struggle to distribute your ads effectively, resulting in minimal reach and insufficient data collection.
For instance, if you allocate $2 daily budget, the algorithm won’t have enough room to assess performance properly and may stop serving your ads altogether. Similarly, if you restrict bidding to $1 per action with $30 daily budget - the algorithm may not have enough flexibility to reach the right audience, leading to stalled ad delivery.
To ensure your ads run smoothly, keep both your budget and bid high enough to allow Facebook’s system to optimize performance.
By allowing Facebook to optimize your budget and bids, you increase the chances of your ads reaching the right audience and delivering better results.
Facebook prioritizes ads that resonate with users. If your ad isn’t capturing attention or driving interactions, Facebook may reduce its visibility in favor of more engaging content. This is not exactly the case when your Facebook Ad is not delivering, but there is direct corellation between getting enough engagement and number of impressions.
Facebook literally uses its ads relevance algorithm to build up its ranking of your ads. This algorithm is made up of analysis and takes into account three dimensions:
To fix low engagment you have to critically look at your funnel and reconsider your audience targeting, specifically you want to review and possibly improve following:
Take a look to your holistic look at your advertising efforts. Sometimes the engagement could fail somewhere else, not just because you think your ad title could be better.
Similiar to reason #3, but from another perspective. Very often, when your business offers small-niche product or service it is generally good approach to use specific audience targeting, ideally with custom audience or lookalike audience feature. The essence of this specific audience targeting is to have enough data, because most of the time you build up those kind of audiences on your actually data in your pixel. As you see, this is another good reason why your Pixel/Datasets data are so crucial for your success while running Facebook Ads.
If you want to use custom or lookalike audience feature without enough data upon which custom/lookalike audience is based, you will most certainly face (and you are probably facing) the Facebook ad not delivering situation. And many times you will be notified with "audience is too small" message.
Although custom and lookalike audiences offers very broad variability of the setups, there is logical general fix. If for instance your custom/lookalike audience is to be based on your current leads, add to carts, purchases or whatever goal you are pursuing, make sure you have this base event in your Pixel/Dataset tracked in sufficent numbers. You can't expect that if you got several leads, that your lookalike-lead-based audience will give you magically impressions. So run your ads, gather data, when data are enough, do this one.
If your run post ads, this can certainly happen. In layman's terms, the post you are using in your ads is for some reason unavailable and so your Facebook Ad is not delivered. This can happen for several reasons:
Keeping also good overview how your ad efforts on Facebook is recommended, since these issues usually come due to the poor overview or communication with the team.

Last but not least - you could easily overlook the setup error in your ad. And it happens a lot, because sometimes you don't have the time to look into details in your ads manager enviroment- but the error is still there.
Easy one. Just follow the instructions, the reasons could be many: bad url, bad parameters, mising title and so on.
